In 2009 and in 2010 respectively, the municipality of Stuttgart has put out calls for tenders for IT-products which included social criteria. One call concerned printers, another flatscreen monitors.

As part of the tender, bidders had to guarantee that throughout the manufacturing of their products ILO Convention 182 is respected, that is without exploitative child labour. Furthermore, the bidders were requested to fill out a so-called Self Declaration, asking companies to indicate how they are ensuring the observance of basic labour rights throughout their supply chain (by ticking boxes).

According to information provided the Stuttgart authorities, bidders did sign the Self Declaration as requested, although with caution.

The call for tenders for printers was been won by T-Systems (for HP-printers). The call for monitors by Intertronic (for NEC-flatscreens).
